Introduction Currently, a great number of people are interested in the history of their country, whatever their age. However, in Barnaul city in Russia there is no historical museum. Thus, local citizens do not have an opportunity to enrich their knowledge in this sphere. Consequently, our local authority has been allocated a large sum of money in order to create a historical museum with a variety of exhibits. We are going to rent the first floor of the new building, which is located in the city centre. Undeniably, the new historical museum will benefit citizens as it is a great opportunity to broaden a horizon and become mentally developed.
Cultural Benefits There are many cultural benefits of opening a historical museum to the citizens. Firstly, people are willing to familiarize with the history of their country. Our project can give them a chance to immerse themselves in the atmosphere of past centuries and learn new interesting information. Please, see appendix 1. Secondly, setting up the historical museum may help little children and pupils to investigate Russian history in more depth and in more detail. According to Julian Vayne (2007) museums can help children to develop thinking skills, including solving problems, enquiry, observation, empathy and understanding. Lastly, a new well-equipped historical museum could attract both inbound and outbound visitors, which is unquestionably beneficial for the local government and the city itself. Karlin (2012, cited in Economic Impact on tourism, 2012) claims that:” The money invested into our local economy by tourists circulates throughout our economy several times over, providing an ongoing economic impact that would disappear entirely without tourism”.
Financial control Concerning the finance, it should be said that renting the space in the building will cost 1000 pounds per months. Additionally, 15.000 pounds will be spent on all decorations and building materials, including lighting, different stands, tables and wall pictures. Moreover, various ancient icons, fossils, crockery and other historical exhibits will need to be purchased as well as modern electronic devices for our clients such as information screens. Please, see appendix 2. It will cost approximately 35.000 pounds plus 2.000 pounds for transfer of creations. In addition, approximately 5.000 pounds will be spent on local advertising. Finally, about 10.000 pounds will be spent on workers` salaries per months.
Economic Benefits Currently, unemployment is a huge issue in Barnaul city, which causes many difficulties both to the local government and its citizens. Igor Shuvalov (2014) states:” unemployment is set to rise in Barnaul amid a prolonged economic downturn”. Consequently, our project will benefit the local economy and reduce unemployment rates in Barnaul city. Concerning our workers, it should be noted that more than 60 people will be employed, such as security guards, cashiers, historical guides, managers and cleaning staff. In addition, opening the museum is a very profitable project both for its owners and the local authority. The main reason is that the director of the museum will pay taxes from his income directly to the local budget every month. Clearly, opening the large museum will benefit its stakeholders greatly.
Materials and the work force To begin with, professional designer will be needed in order to decorate our museum properly. In addition, electricians will be needed as the lighting system is one of the most important parts of our construction. Our project requires professional promoters, who will advertise our museum to the local community. Moreover, building materials, such as plaster, wallpaper, linoleum, parquet, tiles, curtains, mirrors and carpets will be required. Furthermore, it is planned to establish fire alarm and a security system to protect the museum from emergencies.
Drawbacks and solutions Firstly, the museum requires a certain air temperature and special lighting in order to keep all the exhibits safe. Thus, it is a potential obstacle, which might be quite difficult to overcome. However, experienced and skilled workers will be employed to equip the museum with the higher standards. In addition, transferring all the historical creations to Barnaul city could be a problem as it is located far from our suppliers. Consequently, large trucks will have to be used in order to transfer our exhibits over long distances successfully. Conclusion To draw the conclusion, it must be assumed that it is a reasonable idea to open the historical museum in Barnaul city as this project will satisfy the cultural needs of its citizens as well as improve the economic situation in the region. As this project is subsidized, the price per visit will be only 2 pounds; children under 12 can access our museum for free. Additionally, large families and disabled people will get a 50% discount. The new historical museum is going to be the largest in the western Siberia and might become one of the main cultural attractions of Barnaul city. Finally, this project can bring many foreign visitors to the city, which will undoubtedly increase the tourism industry in this geographical area.
